[DevOps] Ditch serverless for vanilla CloudFormation templates

Problem

Serverless just included some breaking changes and since the service is annoying and gives very little over just using templates it might be a good opportunity to finally get rid f it.

Implementation

Rewrite existing templates as vanilla CF.
Lambda templates might be some more work.

Acceptance Criteria

Deployments without serverless.
