- Add url to issues template chooser (will automatically redirect to new issues while there are no templates). - Modifies the App code such that there is a gap to make distinct data-related buttons vs feedback button. Gets into the UX, but can discuss how to best implement this on the page in the future. For now, this provides a simple method for a user to provide feedback.

Addresses the first half of #38 by adding a minimal button (open for discussion), opening the repo's issues selection page (or just new issue in lieu of templates) in a new window.
Can also take a crack at adding in the templates.
