What this PR does / why we need it: Issues with starting and stoping Payara during Dataverse installation have effected beta.dataverse.org as well as UbuntuNet's server in Africa

There are currently three copies of Payara running on beta.dataverse.org. I tried:

[rocky@ip-172-31-58-17 ~]$ sudo -u dataverse /usr/local/payara6/bin/asadmin stop-domain --force
Picked up JAVA_TOOL_OPTIONS: -Djdk.util.zip.disableZip64ExtraFieldValidation=true --add-opens=java.base/java.io=ALL-UNNAMED
CLI306: Warning - The server located at /usr/local/payara6/glassfish/domains/domain1 is not running. 
No domains are currently running.
Command stop-domain failed.

to no avail.
