sample_consent_withdrawn iRODS meta data not getting added to tag 0 and tag 0 PhiX files #313

Running npg_update_illumina_metadata.pl does not add sample_consent_withdrawn to these types of files. e.g. 11838_7#0.cram, 11838_7#0_phix.bam
