Add signals/events for critical parts of ripozo

Particularly before and after an @apimethod. Ideally, this would ultimately replace preprocessors and postprocessors. The plan is to implement the signals in 1.5 with a deprecation warning on the pre and post processors before removing the pre and post processors in 2.0 (potentially).
