[c++] Use C++20

• Core libtiledb is already built using C++20 as of 2023: C++20 TileDB-Inc/TileDB#4034
• We would like to also build libtiledbsoma using C++20

I was able to repro this on my Mac. Using latest RcppSpdlog which as of this writing is 0.0.18.

I also tried:

• Git-pull latest https://github.com/fmtlib/fmt and check out latest tag 11.0.2
• Git-pull latest https://github.com/eddelbuettel/rcppspdlog
  • Copy the 11.0.2 fmt headers into local rcppspdlog's inst/include/spdlog/fmt/bundled
  • Do a local R install
  • Problem remains

This suggests that we will have a genuine bug report on RcppSpdlog.
