Context

What is the related feature? What is the motivation for implementing this improvement?

We have found that karma is the runner we need to move towards automating tests

Proposal & Constraints

In ia-components, turn jest to karma (+ react) and make sure all of the tests pass.

Success Metrics

How will you know if this change is successful? What specific metrics are relevant and how do you expect them to change?

We will be able to automatically run the same npm test command across repos
