Changelog not up to date

Describe the bug
I'm struggling to figure out what is new in 2023.1 and whether it is worth updating production code to use it.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://documen.tician.de/pycuda/misc.html
2. See that it stops with 2020.1.

Expected behavior
https://documen.tician.de/pycuda/misc.html should list recent releases. Alternatively, changelogs for more recent releases should appear somewhere else (e.g. Github release pages) and that page should point users to the right place.
