Self-deploy : Add target for deploy on demand

Describe the bug

When I use the functionality of "DEPLOY" and I try to add a target for deploy on demand, then select "user", there are only Users with the standard interface that appears in the dropdown list.

To reproduce

1. Go on the "Deploy" tab > Package Management
2. Select a package
3. Activate the self-deployment for the group
4. Go on the tab "Target for deploy on demand" > Select "User"

Expected behavior

We should have all users in the dropdown and not only the users who have the "standard interface" in their profile.
