Problem
Not all tools are aware of all the methods/use a complete list of all available methods to pull out unique identifiers from a published article. These include xml/html metadata, pdf IDs, DOIs, etc.

Solution
Write a common library for grabbing all unique identifiers at a given url using all known methods that all tools can use. (Note this will probably have to be written in multiple languages.)
