In #8746 a new PROJ minor version was released. Unfortunately the PROJ DLL has the minor version in the name, so it is only for this reason breaking. Therefore it was yanked in JuliaRegistries/General#107721. We can rebuild by bumping the major version_offset. Ideally I'd like to directly add a patch such that the minor version is no longer in the version name, such that we don't have this issue for PROJ 9.5. Before doing that it's good to get some upstream feedback from OSGeo/PROJ#4151.

Fixes JuliaPackaging#8780. This is hopefully the last minor release that is breaking for us as they the devs changed their DLL naming after our issue. Now by default only the major version is included in the name, though other naming options are also configurable.
