[Feature] Report errors from plugins and rules to adviser

Is your feature request related to a problem? Please describe.
Adviser's plugins and rules don't have a clear way to report errors to the engine itself, rather than throw exceptions. The issue with this is the adviser engine will hide the errors unless the flag debug is used.

Expose an error function.

Adviser may report the exceptions but we may end with many errors
